
The Science and Technology Cooperation Agreement between the European Communities and the People’s Republic of China was signed in December 2002. Accordingly, EU opens to China its RTD Framework Program which allows the participation of the Chinese institutions. The Agreement has brought an unprecedented opportunity and platform for the promotion of the China-EU science and technology cooperation.
To implement the Agreement and help Chinese research institutes and scientists to participate in the EU Framework Program, the European Commission and the Chinese Ministry of Science and Technology decided to co-fund an FP5 project for the establishment of CECO (PBECR, Contract No: ICA5-CT-2002-50002) which started running in June 2001. CECO is a non-profit organization specialized in offering consultation services and guidance to Chinese research institutions, enterprises, companies and scientists for the participation in the EU Framework Program.
CECO has been consistently supported by the Chinese Ministry of Science and Technology and the EU Delegation in Beijing. During the past 3 years, CECO has been engaged in the promotion of relevant FP6 information in China. More Chinese institutes participated in a number of approved projects and more European scientists built cooperative partnership with Chinese experts.
CECO acts as a unique NCP organization at national level in China. As the first professional organization of its kind in China, CECO is specified in the promotion of China-EU cooperation on the EU Framework Program. After 3 years’ operation, CECO gets more and more familiar with the Framework Program and has always engaged in raising its reputation among Chinese scientists. These constitute a solid base for CECO, a national NCP organization with professional skill and relevant influence in China, to implement the proposed project.
CECO has close partnerships with regional S&T Commissions and Exchange Centres. Regional S&T Commissions and S&T Exchange Centres, directed by MOST, are the two large networks in China responsible for the administration of regional S&T resources. In the past 3 years, CECO had effective and efficient cooperation with many of these regional multipliers. In addition, MOST has been consistently and greatly support CECO to coordinate with regional Commissions and Exchange Centres for the dissemination of FP6 in different Chinese regions, which firmly guarantees the implementation of the proposed project in China.
Mrs.WANG Shuqin: Deputy Director of CECO and the Director for European Affairs in China S&T Exchange Centre of MOST. Mrs.WANG Shuqin has been engaged in EU-China S&T cooperation for many years. She had worked for the European Unit of the International Cooperation Dept. of MOST and now is the Director of the European Unit of China S&T Exchange Centre, having more than 20 years’ experience on China-EU S&T cooperation. In the past 3 years, she has been engaged in the promotion of Framework Programmes in China and done a lot for establishing close partnerships between CECO and European Union Member State’s National Contact Points (NCPs). WANG Shuqin will act as the Project advisor on Chinese side for FOOD-N-CO.
Mr. LI Jie: Project Assistant of CECO. LI Jie graduated from Taiyuan University of Technology and began his career as an international business manager in a Chinese company. Later he joined CECO and was given responsibility for event organization (delegation receiving, conferences, workshop and seminars) and consulting services of the EU’s 6th Framework Programme to Chinese participants. Several bi-lateral and multi-lateral conferences and workshop/seminars were held successfully with important contribution of LI Jie. LI Jie will act as the contact on Chinese side for FOOD-N-CO Project.
